Resumen

Using the asset accumulation framework, and relying on interviews with civil servants working in the department of migrations for the Argentine government, this article addresses the response of the Argentine state to the accumulation and transfer of capital among Argentine emigrants. Contextualising the situation of Argentina in the ‘Latin American context', our primary focus is on four asset categories: financial, human, social and political. This inquiry identifies recent initiatives developed to approach Argentines residing abroad as well as some of the challenges faced by the Argentine state to ‘reconnect’ with emigrants.

Resumen

In the history of the relations between Argentina and Chile, the period between 1984 and 1989 is arguably the most interesting and the least studied. In Argentina, the civilian government of Alfonsín faced, on the other side of the Andes, the military regime of Pinochet. While the two countries were affected by the Debt Crisis and timidly cooperated on it, the two presidents never met. And if Chilean exiles in Argentina played a major role in the Chilean transition to democracy, Chilean rebels caused troubles in Argentina's civil–military relations. New sources have been uncovered and this article provides a broad reading of this complex period.

Resumen

Throughout the 1980s, Latin America experimented with financial liberalisation, which was supposed to solve the perpetual weaknesses of low savings, lack of access to capital, and the resulting stultifying effects on growth. We find that fundamental weaknesses in regional financial systems continue. We suggest that there are three basic policy reactions: a deepening of neoliberal policies; a neo-structural reform of them; and a Bolivarian social reform-oriented approach. While the neo-structural approach has yielded the most promising performance, it is still limited. We conclude that the success of reforms lies in understanding and changing the calculations of the political beneficiaries of the status quo.

Resumen

In the twentieth century, Latin American militaries developed economic industries, organised businesses, and provided security and development assistance in lieu of the state. Despite shifts to democracy and the market, the military remains an economic actor in many countries in the region. This article seeks to open debate and suggest ways to approach the subject theoretically. It examines the concept of military entrepreneurs and scholarship on the topic, and then suggests how three approaches from the domain of comparative politics – rational, structural and cultural – can be useful to develop theoretical frameworks for studying the military's role in the economy.

Resumen

This article elucidates the latest developments in the ‘politics of memory’ regarding the military regime in Brazil. Only recently, I argue, has the Brazilian state abandoned its ‘politics of silence’ and started to actively champion the memory of the left-wing ‘resistance’. This new strategy climaxed in a governmental crisis over a historic plan to establish a National Truth Commission to investigate human rights violations during the military regime. The article analyses key incidents and debates prior to the crisis, and contrasts the post-dictatorial collective memory of Brazil with that of other Latin American countries.

Velasco, Marcela. Contested Territoriality: Ethnic Challenges to Colombia's Territorial Regimes . p. 213-228 Colombia

Resumen

This article studies ethnic social movement autonomy claims in three regions of Colombia. It maintains that place-based and regime-specific political processes condition institutional change affecting common property regimes. The article finds that to assert local self-determination and territorial control, ethnic social movements (a) respond to territorial regimes threatening local autonomy; (b) use innovative tactics to negotiate autonomy; and (c) engage in deliberation to redefine identities and understand the conditions limiting local autonomy.
