Resumo

How do electoral gender quotas interact with the electoral process to increase descriptive representation? The case of quota mechanics in Panamá is revealing because it represents common factors in much of the region, but it is rarely considered in the literature. In fact, Panamá is often misrepresented as simply a legislative quota, ignoring the causal mechanisms of one of the worst performing quotas in the world. The case study of Panamá illuminates which quota provisions increase descriptive representation, shedding light on how quotas work in small states and how the lack of enforcement mechanisms fail to increase representation.

Resumo

A new migration pessimism argues that the economic benefits of international labour migration for migrant households may not justify the social costs. This article provides a test of this argument based on the author's survey of 304 households in Jerez municipio (municipality), Zacatecas, Mexico, in 2009. The results indicate that active households (those with at least one migrant abroad) perceived their economic situation to have improved more, but both their social cohesion and their happiness to be less than those of non-active households. Social cohesion (family unity and maintenance of values) is shown to be pivotal in the happiness differential enjoyed by the non-active households.

This article, based on a qualitative methodology that includes in-depth interviews with 85 migrant-smugglers who operate at the border between Mexico and the United States, addresses three research questions: do migrant-smugglers take part in organised crime? Are criminal groups involved in migrant smuggling? And are migrant-smugglers engaged in drug trafficking? It concludes that many smugglers have become part of organised crime groups but only after leaving the migrant-smuggling business; that criminal organisations do not help migrants to cross the border; and that migrant-smugglers do not carry drugs.

Resumo

This article examines the restrictions on internet access in Cuba and asks to what extent the lack of access to the World Wide Web has helped to maintain (with some evident changes), the socialist status quo on the island. The article will also examine how the internet is used to represent the nation externally and ultimately argues that the Cuban government is negotiating a fine line between taking full economic advantage of what the internet can offer and hampering its use as a mechanism for the subversion of the Revolution in the face of continued US aggression.

Resumo

This article analyses the Cuban Association of Veterans and Patriots of 1923–1924. This was one among many of such organisations in the early republican period in Cuba. Its formation was motivated by a need to put political pressure on the incumbent administration of the nation for political, social and economic demands. Of particular interest is the insight an analysis of this movement gives us into early state formation in the early republican period, and how ties of loyalty from the wars of independence helped shape the politics and political party formation of post-independence Cuba.

Resumo

Following the Civil War in the United States of America, colonies that were predominately ‘Yankee’ and Confederate sprang up in Brazil. In contrast to the subject's historiography, we seek to show how these colonies were the result of in the first case, the actions of Imperial diplomacy and in the second case, spontaneous interest by Southerners due to the existence of slavery in Brazil. This proposition is supported by primary sources, as they indicate the presence of significant teams of slaves in the Confederate colonies in Brazil, while slavery was prohibited in their ‘Yankee’ counterparts.
