This article assesses the merits of opposing National Assembly reports into the coup against President Chávez of Venezuela in April 2002. Looking at the historical context and the content of the reports, it argues that the two opposing accounts reflect a class division that has always existed in Venezuela but has been officially denied. It concludes that a possible exit from the stalemate could be that the opposition accept the reality of this class division and therefore the Chávez government as a legitimate representative of the popular classes. This, however, is unlikely in the present circumstances.

Pugh, Jeff; Sarmiento, Fausto O.  Selling the Public on Sustainable Watershed Conservation. [Trad. Vendiendo la Conservación Sostenible de las Cuencas al Público ] p. 308-318 América Latina ; América del Sur

The city of Quito, Ecuador, began working in 2000 to protect the ecologically fragile watershed area for its drinking water. In order to protect the Papallacta watershed, the independent Fund for the Conservation of Watersheds (FONAG) was launched to finance and manage economically sound sustainability projects in the area. FONAG is funded in part through start up grants from several organisations and a 1 per cent fee on all Quito water bills, but it has been unable to build an endowment sizeable enough to begin implementing conservation projects. We measure perceptions of the fund among Quito's university–based residents in two settings and evaluate the quality of the fund's proposed communication campaign based on existing communication theory. Further, we propose an adapted environmental education model based on a synthesis of existing theory and the empirical findings from our examination of the FONAG example. The Papallacta case study illuminates the potential strengths and weaknesses of the cultural ecology and political will of this type of collaborative sustainability project for addressing water problems in a developing country in a mountainous setting, centred around the themes of water conservation and sustainable development.

Andrews, Catherine  The Defence of Iturbide or the Defence of Federalism? Rebellion in Jalisco and the Conspiracy of the Calle de Celaya, 1824. [Trad. ¿La Defensa de Iturbide o la Defensa del Federalismo? Rebelión en Jalisco la Conjura en la Calle de Celaya, 1824] p. 319-338 América del Norte

This article investigates a planned rebellion in favour of Agustín de Iturbide organised by a group of his supporters in Guadalajara, Jalisco, in 1824. It shows that the rebels in Guadalajara were in close communication with a second cadre of conspirators in Mexico City. By examining the various plans drawn up by the rebels, the article demonstrates the existence of two separate and apparently contradictory aims for the rebellion: the return of Iturbide and the defence of federalism. The question posed by the paper is: does this discovery indicate a coalition between federalists and iturbidistas against the central government in Mexico City?

This article draws on the ideas of Anderson (1991) in discussing the role played by the National Literacy Crusade of 1980 in imagining the Nicaraguan nation. As the article demonstrates, the National Literacy Crusade had the potential to create a sense of communion with a mass of anonymous others that is, according to Anderson, the hallmark of modern nations. At the same time, it was also a project that sought to foster a particular national identity centred around the anti–imperialist and socialist nationalism of the Sandinista National Liberation Front.
